Ned Pattison Award

We are presenting this award to Assemblymember Patricia Fahy for calling upon the state to live up to its obligation under Gideon v. Wainwright to provide adequate criminal defense services to the poor. For too long the state has relied on a patchwork of public defense services, many of which are inadequate and unjust. Fahy proposed state legislation that will require the state to provide fully funded public defense systems in counties across the state.

Fahy represents the city of Albany and the towns of Bethlehem, Guilderland and New Scotland as assemblymember from the 109th District. Before she was elected in 2012, she served as Associate Commissioner of Intergovernmental Affairs and Federal Policy in the New York State Department of Labor, where she advocated for economic stimulus, extended unemployment benefits and youth training initiatives.

Fahy is on the board of directors of the Center for Women in Government & Civil Society at SUNY Rockefeller College and she was formerly on the board of the Boys and Girls Club of Albany. She has also served as president of the Albany Board of Education. Before moving to Albany in 1997, Pat worked in the U.S. Department of Labor's Congressional Affairs Office under Robert Reich and also was a senior legislative analyst for the Labor Committee's Subcommittee on Employment in the U.S. House of Representatives.

Carol S. Knox Award

Kathy Manley is being honored for her diligence in providing legal services to some of the most disenfranchised populations across the state. Her work recently led to landmark decision vacating local statutes that would dramatically limit where people with previous offenses on their record could live and work.

At Kindlon Shanks & Associates, Manley focuses on criminal defense and constitutional rights. She concentrates on appeals and motions, and has written many winning briefs before the New York State Court of Appeals, the Appellate Division, Third Department and other courts. She recently won the case of People v. Diack, which struck down county and local sex offender residence restrictions throughout New York State. She has also written many suppression motions successfully challenging illegal searches and seizures.

Manley works with many civil rights groups, including the Muslim Solidarity Committee, National Lawyers Guild, Project SALAM and the National Coalition to Protect Civil Freedoms, where she serves as the Chair of the Legal Committee. She is also Vice President of the New York Civil Liberties Union's Capital Region Chapter and has been an active member of the Occupy Albany legal team.
 
THE CAROL S. KNOX AWARD

The Capital Region Chapter established this award to honor the memory of our friend Carol S. Knox. A long-time social activist and staunch civil libertarian, Carol had a deep commitment to constitutional liberties. She grew up in a family of civil libertarians in North Carolina. Carol and her husband, Lee Wasserman, met as volunteer attorneys at the NYCLU. For decades, Carol, along with Lee, was a friend and generous supporter of our chapter.

Carol spent several years in the Attorney General's office under Robert Abrams, working in the Legislative Bureau, the Environmental Protection Bureau and the Litigation Bureau. Earlier, Carol was an associate at Whiteman, Osterman & Hanna.

Carol was a remarkable woman, loved and respected by all who knew her for her sunny warmth, unfailing good humor and kindness, her wisdom, intelligence, strength, uncommon persistence and integrity. The Carol S. Knox Award is given each year to someone whose work reflects Carol's spirit and commitment to civil liberties.

THE NED PATTISION AWARD

The Ned Pattison Award celebrates the life and values of Edward W. “Ned” Pattison, whose work as a public servant and private citizen showed his concern for the poor and the powerless. Ned is remembered as a man who stuck to his principles– even when doing so jeopardized his personal ambitions. His life set an example for those in public service whom we seek to salute with the Ned Pattison Award.

As the representative of the 29th Congressional District from 1974 to 1978, Ned was a consistent voice in opposition to the Vietnam War, and in support of civil rights, civil liberties and the environment. After leaving Washington D.C., he returned to the Pattison law firm in Troy and taught at Rensselaer Polytechnic Institute and Harvard's John F. Kennedy School of Government. Throughout his career, he provided pro bono legal services and was actively involved in numerous community organizations.
