People with mental illness are more likely to be victims of crime than perpetrators of it. But Governor Hochul's proposals presume that people living with mental illness are criminals. That presumption is both morally and factually wrong. At a time when communities are demanding resources to address mental health, homelessness, and economic crises, the Governor’s plan focuses on criminalization and forced treatment. The NYCLU opposes the Governor's proposed changes to Kendra’s Law.
