
Comment on the Proposed Regulations for Special Housing Units
The New York Civil Liberties Union (“NYCLU”) submits this comment on the proposed regulations regarding solitary confinement in the New York prison system. We commend the Department of Corrections and Community Supervision (DOCCS) for proposing reforms to “dramatically reduce the use of solitary confinement” and to “end inhumane practices.” Unfortunately, the proposed regulations fall short of ending the inhumane use of solitary confinement.
