The state Appellate Court has a message to government boards that deliberately and deceptively try to keep public information out of the public’s hands: You’ll pay. In a ruling that should get the attention of school boards and municipal and county government boards across the region, the Third Department of the New York State Appellate Court ruled in favor of a lawsuit brought by the New York Civil Liberties Union against the city of Saratoga Springs over its police department’s use of stun guns or Tasers — those electronic guns used to subdue criminal suspects.
