Comments on the Health Equity Impact Assessment Law

The New York Civil Liberties Union (“NYCLU”) respectfully submits the following comments on the proposed regulations implementing the state’s new Health Equity Impact Assessment Law, which goes into effect June 22. The new law introduces a long-overdue requirement that health facilities commission an independent health equity assessment of how their proposed changes would affect medically-underserved people. Such an assessment will help guide state health regulators in deciding whether or not to approve the proposed facility changes, or to require conditions to address the needs of medically-underserved people.
