NYCLU and ACLU Comments on the CCRB’s Proposed Sexual Misconduct Rules

The New York Civil Liberties Union (NYCLU) and the American Civil Liberties Union (ACLU) submitted these comments supporting the Civilian Complaint Review Board’s (CCRB) proposed sexual misconduct rules. Police sexual misconduct is pervasive, it is imperative that the CCRB assert jurisdiction over such misconduct, and the CCRB has the statutory authority to do so. These comments also recommend a few areas where the rules’ definitions of sexual misconduct and sexual humiliation could be strengthened.
